FORWARD

 

          This, the Wall Township Speedway Rules and Specifications, sets forth the regulations governing the competition and they become effective immediately. These rules govern the organization and conduct of Wall Township Speedway events as well as the eligibility of competitors and cars. Wall Township Speedway may and will be referred to as WTS here within.

 

          Most of the basic information competitors need to take part in WTS activities are in the WTS Rules and Specifications. However, from time to time, a situation will develop not covered herein requiring an on the spot ruling by track officials. Addenda will be issued as warranted and will be incorporated into these Rules and Specifications.

 

          WTS, in conjunction with the safety laws set forth by the State of New Jersey, has compiled these Rules and Specifications to enhance the safety of participants and spectators at WTS and to provide for orderly conduct of events. Adherence to these rules hereinafter set forth is required. All WTS license holders agree to comply with these rules, or as they may be amended from time to time. These Rules and Specifications, as interpreted by WTS officials, shall govern the conduct and organization of all WTS events. The WTS Rules and Specifications supersede all previous editions of WTS Rules and Specifications as well as all amendments thereto, and shall remain in force and effect except as amended, until superseded by publication of the next edition of WTS Rules and Specifications.

 

          You are urged to study the WTS Rules and Specifications carefully. In order to continue the promotion of successful events at WTS and to maintain a safe cooperative atmosphere at WTS events, it is essential that drivers, crews, car owners, workers and officials have a good working knowledge of these rules.

         

          Have a safe and enjoyable year of racing here at WTS.

NOTICE

 

Fees for entrance to the pit area are ENTRY FEES, for participation in a MOTORSPORTS event and/or use of facilities, not admissions for purposes of entertainment.


 RULE BOOK DISCLAIMER

 

          The rules and/or regulations set forth herein are designed to provide for the orderly conduct of auto racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules.

 

          NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATIONS OF OR COMPLIANCE WITH THESE RULES AND/OR REGULATIONS.

 

          These rules are intended as a guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator, or official.

 

          The race director shall be empowered to permit minor deviation from any of the specifications herein or impose further restrictions that in his opinion do not alter the minimum acceptable requirements.

 

          NO IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTER-ATION OF SPECIFICATIONS.

 

          Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.

ENVIRONMENTAL LEGISLATION

 

          Due to recent environmental awareness and legislation, no one is permitted to leave discarded tires anywhere on the premises at WTS.

 

          Dumping waste oil, grease, fuel, or other such products on the ground is also strictly against Environmental Laws and the rules and regulations of WTS. A waste oil disposal container has been provided in the pit area for your convenience. No vehicle in any division will permitted to use anti-freeze of any kind.

 

ANYONE CAUGHT VIOLATING THESE LAWS IS SUBJECT TO FINES AND SUSPENSION FROM WTS ACTIVITIES.

2007 GENERAL & SAFETY RULES

 

·         All drivers, car owners, and mechanics shall be subject to the rules and regulations of WTS as hereinafter set forth.

·         All drivers, car owners, mechanics, and officials must be licensed and registered before taking part in any sanctioned event.

·         Under no circumstances is a license transferable.

·         Licenses issued by WTS only will be recognized.

§         Exceptions to this rule must be cleared through WTS officials.

·         WTS reserves the right to reject any license application.

·         The eligibility of a driver to compete will be determined by the pit steward.

·         No license shall be issued until a completed and signed Benefit Plan Registration has been received.

·         Any licensee, who allows any other person to use his or her license or competitor permit in any manner, shall immediately be suspended from further participation in any WTS event for one (1) calendar year from the date of the infraction. The license and permits are not transferable.

·         No competitor will be allowed in the pit area until he has secured a competitor permit for that particular race date.

·         WTS officials have the right to reject the entry of any racecar, driver, car owner or any member of a pit crew into the WTS pit area.

·         No driver, car owner, or crew member may enter the pit or racing area until all releases and entry forms have been properly signed.

·         No person is permitted to sign release sheets for anyone other than himself or herself.

·         Payouts will be drawn to the driver of the vehicle unless noted to the office. All participants, drivers and owners, are required to fill out a W-9 form. NO EXCEPTIONS!

·         If the proper paperwork has not been filled out, WTS reserves the right to not allow a competitor or vehicle to race until said paperwork is completed. NO EXCEPTIONS!

·         All payout checks will become void if not cashed within thirty (30) days from date of issue.

 

 


PERSONAL CONDUCT

 

·    Disciplinary action will be taken towards personal conduct and addressed on a case by case basis between majority votes from a Pit Steward and all pit officials.

·    Rule violations will be notified to car driver and/or owner and must be disputed within 15 minutes of the notification of infraction.

§         If found guilty upon the standing rule infraction, car championship driving points and purse monies will be withheld for the event, and the driver will be handicapped as a win, other penalties and fines may be levied as deemed necessary by WTS Officials.

·    Disqualified drivers will be appointed first place monies in their starting handicap.

·         The car owner assumes the responsibility for the actions and the conduct of his pit crew and of any person that they sign and approve on the license application.

·         Anyone convicted of the possession, sale and/or use of narcotics within the last year will be restricted from the pit area and all racing activities.

·         No equipment will be considered as having been approved by reason of having passed through inspection unobserved.

·         Any equipment which does not conform to specifications or measurements contained in this rule book will not be allowed to compete.

·         WTS officials have the option of confiscating any and all parts suspected of being illegal that are found on any racecar during any inspection.

·         The parts suspected of being illegal may be returned at the official's option upon the completion of the investigation.

 

IF THIS RULE BOOK DOES NOT SPECIFICALLY SAY THAT YOU CAN CHANGE, MODIFY AND/OR, ADD SOMETHING – THEN YOU MUST CONSIDER THAT CHANGE, MODIFICATION AND/OR ADDITION TO BE ILLEGAL.

 

·         No single car can compete in more than one division at the same race meet.

·         Verbal or other abuse to officials, employees, other participants, or patrons will not be tolerated.

·         Respectful, friendly, and professional behavior to your fans will fill our grandstands and support quality racing.

·         We urge you to go thru the grandstands during the evening in order to help promote the sport and more importantly, your race team.

·         We also urge you to interact with all of the fans, young and old, to help to promote auto racing at the Jersey Shore.

·         All teams must present a professional appearance in dress and behavior.

·         All competitors will pay a $500.00 fine for any of the following infractions:

§         Touching an official

§         The use of profanity toward any official

§         Derogatory/Abusive/Insulting language of any kind toward an official or any track personnel.

·         No fighting is allowed. Fighting will result in a minimum two week suspension and a fine.

·         Drinking in the pit area or grandstands prior to the end of the races, drunken behavior, or possession of alcoholic beverages during the races will result in a minimum $500.00 fine, disqualification, and suspension.

·         Use or possession of any stimulants, depressants, tranquilizers, or any other narcotics will result in suspension and a fine.

·         All problems should be taken care of in a professional manner through the proper channels.

·         Any driver that goes after another driver anywhere on WTS property, (pit, the racetrack, grandstands, parking lot, etc.) with vehicle or on foot, will be removed from Speedway property, fined $250.00, and/or suspended.

·         As per manufacturer’s recommendations, any thrown helmet will be deemed unsafe for use in competition. Therefore, any thrown helmets will be confiscated by WTS officials. Helmet will be returned to owner upon payment of a $250.00 fine for 1st offense, $1000.00 for second offense. The chin strap will be cut on all thrown helmets.

·         Any driver that uses any obscene jesters on the race track will be fined $250.00.

·         Any driver that parks his car on the race track and refuses to obey the officials requests will be suspended a minimum of one week and fined $250.00.

·         Any driver speeding through the pit area will be set down for the remainder of the event.

·         Any driver that intentionally causes a caution flag will be penalized one lap.

·         Any driver that speeds through the infield, under caution, may be disqualified for the remainder of the event.

·         Any racing vehicle which is involved in a crash resulting in serious or fatal injuries to a driver or spectators shall be impounded by the racetrack officials and detained until such time as it can be inspected by a representative of the New Jersey State Police.

·         No race, time trial or warm-up shall be started unless the following is on the premises:

§         An ambulance and attendant who has satisfactorily completed an accredited First Aid Course.

§         Approved fire extinguishers or other fire-fighting equipment.

§         Two (2) wreckers

§         No racecar shall be allowed on the track for practice or warm-up unless official starter or a licensed race official is in attendance.

·         All divisions MUST have transponders in working condition when at the track. They should be located twelve inches (12”) back from center of rear axle to center of mount on right side, with the blinking light at the top.

·         Transponders that are not working during the event may be dropped from the running position from the head scorer. Transponders may not be used by more than one competitor.

·         All pit crews must use 2" to 3" wide, flat stock, welded under jack stands. Racing jack with front roller. Four wheel jacks must be used with ground plates.

 

·         NOTICE – New Jersey Department of Law and Public Safety, Division of State Police ruling on alcoholic beverages and drugs.

§         No alcoholic beverages nor narcotic, hallucinogenic or habit producing drugs will be permitted on the racetrack proper or in the pit area, and no person who has partaken of any alcoholic beverage or narcotic, hallucinogenic or habit producing drug in any amount whatsoever shall participate in any race or exhibition of driving skill, or perform any duties in the pit or pit area.

§         Any vehicle containing alcoholic beverages or narcotic, hallucinogenic or habit producing drugs, and any person found to have partaken of alcoholic beverages or narcotic, hallucinogenic or habit producing drugs shall be removed from the pit area as soon as it is practicable.

§         No person who has been convicted of the use or possession of a "controlled dangerous substance," as provided in N.J.S.A. 24:21-20, shall be permitted to enter into a pit area for a period of one year from the date of conviction.

 

·         Carbon Fiber parts of any kind are illegal in all divisions.

·         All vehicles shall have an ignition switch that is easily accessible and conspicuously marked.

·         All vehicles shall have a fuel shut off switch that is easily accessible and conspicuously marked.

·         All cars must have a steering wheel kill switch.

·         All race cars are subject to safety inspection and approval at any time before taking part in a sanctioned race meet, time trial, speed trial, or special tests, or at the discretion of WTS officials and officers of the New Jersey State Police.


LICENSE AND REGISTRATION FOR ALL DIVISIONS

 

·         Car owners, drivers, and mechanics shall be registered and licensed by WTS, LLC. before being permitted to enter the pit area or track area.

·         All personnel must fill out and sign the necessary license, registration and application forms, subject to the approval of WTS, LLC, before being issued a license to compete in events at WTS.

·         All driver and mechanic applications must be approved and co-signed by the car owner involved.

·         Each license will be issued subject to the payment of the required fee.

·         If a WTS license card is lost, stolen, washed, etc., there will be a ten dollar ($10) replacement fee.

·         Payouts will be drawn to the driver of the vehicle unless noted to the office. All participants, drivers and owners, are required to fill out a W-9 form. NO EXCEPTIONS!

·         If the proper paperwork has not been filled out, WTS reserves the right to not allow a competitor or vehicle to race until said paperwork is completed. NO EXCEPTIONS!

·         No one shall be allowed in the pit area unless properly registered and licensed.

·         Everyone is required to fill out a medical form. This information is kept confidential and will only be used in the case of a serious incident as deemed necessary.

·         No driver may compete in a division other than specified on their license. Example: No ‘charger’ division (Street Stock & Sportsman) drivers may drive a modified car unless they possess a Modified license.

·         All NASCAR sanctioned divisions, drivers and crew members must possess a NASCAR license.

§         These 2007 divisions are the Modified, Street Stock, Sportsman, and MAD.

§         The MAD division will be required to purchase a modified license.

§         A Modified driver may drive in any division.

§         Factory Stock drivers may not drive in a NASCAR division unless they possess the proper credentials.

 

INJURY REPORTS

 

·    Injuries must be reported to the ambulances, who will file a report.

·    No reports will be accepted after the nights events are concluded.

·    The WTS office must be notified of any hospital visits or doctor’s visits within 24 hours (leave message if not during business hours).


SAFETY REGULATIONS FOR ALL DIVISIONS

 

ALL SAFETY EQUIPMENT MUST BE SFI APPROVED

 

The following Safety Regulations have been compiled by WTS, in conjunction with the rules and regulations in effect for the operation of motor vehicle racetracks, in accordance with the provision of Chapter 174, Laws of 1953, Department of Law and Public Safety, Division of State Police, State of New Jersey.

 

These regulations shall be strictly enforced and shall cover all types of racing, speed trials, or special tests where an element of danger might be involved.

 

PERSONAL SAFETY EQUIPMENT

 

·         Each competitor is solely responsible for the effectiveness of personal safety equipment used during an event.

·         WTS is not responsible for the effectiveness of any personal safety equipment.

·         Each competitor is expected to investigate and educate himself/herself with respect to the availability and effectiveness of personal safety equipment.

 

SEATS

 

·         Only custom manufactured aluminum seats approved by track officials will be permitted.

·         At least four (4) bolts of five sixteenth inch (5/16") high quality bolt at bottom of seat.

§         With two (2) bolts to fasten the back of the seat to roll cage (6 total).

§         Must have one-inch by one-eighth inch (1" x 1/8") straps between bolts.

·         Head cushion is mandatory and should meet center part of helmet.

·         Aluminum seat leg extensions are optional.
